State and Federal Programs
Fremont Re-2 is  a Title District and receives funds through the federal government to supplement state and local funding. Because of past CSAP scores and failure tp make AYP in all target areas, the district must offer a School Choice Option to all middle and high school students and Supplemental Educvational Services (SES) to all low-income students at Fremont Middle School and Florence High School.  These programs are detailed in the information and links below.

What is the purpose of Title funding?

Title I, Part A
, provides resources to help ensure that all children have the opportunity to get a quality education, resulting in their attainment of high academic standards. Title I targets resources to districts and schools whose needs are the greatest. The program is the largest federal program supporting both elementary and secondary education, and allocates its resources based upon the poverty rates of students enrolled in schools and districts. Essentially, Title I focuses on: (1) promoting school wide reform in high-poverty schools and (2) ensuring students' access to scientifically based instructional strategies and challenging academic content.

Title II, Part A is intended to increase student academic achievement by improving teacher and principal quality. These funds can be used to prepare, train and recruit high-quality teachers and principals capable of ensuring that all children will achieve to high standards.  Title II, Part A is intended to increase student academic achievement by improving teacher and principal quality. This includes increasing the number of Highly Qualified teachers in classrooms, improving the skills of principals and assistant principals in schools, and increasing the effectiveness of teachers and principals.

Title VI, Part B is designed to help rural districts that may lack the personnel and resources to compete effectively for federal competitive grants and that often receive grant allocations in amounts that are too small to be effective in meeting their intended purposes.

School Choice Option 
Letters were sent home to all middle and high school students at the beginning of the year informing parents and guardians that neither school made AYP in all target areas this past year. Consequently, Fremont Middle School has been designated as Corrective Action Year 1 in math and reading, and Florence High School has been designated as School Improvement Year 2 in math. The letters outlined the steps being taken to improve student achievement at each school and how parents/guardians can become more involved and proactive. Because FMS and FHS did not meet the expected level of performance, the district was required by law to inform parents of the choice option, even though there is not an option for choice at this time becuase we have only one middle school and one high school.  In 2010-11 and 2011-12, no parents requested additional information about this program. 

Supplemental Educational Services (SES) 
As required by law, letters will be sent home in October and January to inform parents and guardians of low-income students at Fremont Middle School and Florence High School about the opportunity to contract for outside tutoring services paid by the district. A list of potential service providers can be found on the link to the left. Details of this program are outlined in the letter which can also be found in the link to the left. In 2010-11, five (5) parents inquired about supplemental services but no students enrolled in the program.
